Now, with macOS Sierra, it would appear that this is no longer possible to do. The next column would then start to the right of the first and continue filling columns progressively to the right, until they would overflow to the right (see screenshot 1 below for an example view, without any overflowing – I simulated this view by turning off all Sierra's view options and moving the icons into the positions manually, although, before Sierra, the Finder did this automatically if the settings were as stated):

This led to all icons being arranged in columns starting from the top left corner moving on the left side down to the bottom left corner of the window. In all previous versions of macOS I've used, I had set up my Finder so as to be able to view all my folders and files in the icon view format, additionally using the view options to list all icons by name with the label position right.
